On the surface, Luffy can be said to lack common sense, but that is mostly due to his childish nature which often causes him to respond to situations without much nuance. However, Luffy is often able to see through to the heart of the matter and his blunt approach often causes people to reveal their underlying feelings (such as Robin trying to sacrifice herself for the crew at Enies Lobby). His biggest reliance is on the idea of dreams--one must be free to pursue them, particularly if they are for personal realization (Usopp wanting to be a brave warrior of the Sea) or pure in nature (Vivi wanting to save Alabasta).
Luffy often takes things to an extreme, both to his benefit and detriment. He can be extremely greedy and bullheaded, particularly when it comes to his crew and who's part of it. However, he can also show the opposite by being extraordinarily selfless when to comes to these same people, as he has often nearly sacrificed himself to avenge, protect, or rescue his friends. Due to the actions he takes and the fact that those are ultimately selfless in nature, many people he has encountered and helped do consider him heroic, even though that's not his intent.
Luffy's primarily dislikes weak people, not physically but in character. He hates Kuro, not for the crimes he committed as a pirate but for trying to avoid the consequences of the pirate life. This extends to a near hatred for anyone that has contempt for the physically weak and for those that use their power to put other people underfoot--which is often what causes him to get involved in conflicts or to stray from otherwise straightforward plans. This is seen rather acutely in the conflict with Doflamingo. He argues with Law that ultimately they can't just take down the machinations of his rule and criminal enterprises, but they have a duty to help the people of Dressrosa reclaim their lives and freedom from Doflamingo's tyranny.
Luffy has a passion and zeal for all aspects of life in general, though this is emphasized by this love for the thrill of adventure with being a pirate. He particularly loves monsters and cool tech, often asking weird creatures to join him crew or fawning over the latest upgrades Franky has made to either himself or the Thousand Sunny. He will often get distracted and overexcited by new things that he finds cool, and he is weirdly entertained by hermit crabs and bugs (particularly beetles). Many of his additions to his crew are a combination of valuing their skills and finding them particularly interesting.
Luffy is not often irritated, letting people play with his stretching ability without complaint (unless he is trying to eat). He lets Nami boss the crew around the ship a lot, finding it amusing when others irritate her or get in trouble. However, he does become annoyed when people say things are impossible, and those that betray their friends and ideals often outright disgust him (as is seen with Caesar Clown and his willingness to sacrifice his subordinates and those loyal to him). He also gets angry and upset with people who lie about their desires, particularly those he considers friends or his crew. This is seen with Sanji in the Whole Cake Island conflict, as Sanji lies about not wanting to return to the crew in an attempt to protect Luffy and the others--only for Luffy to call him out and actually punch him for not being true to himself and what he wants.
Luffy's biggest flaw is needing to push the boundaries and being unwilling to back down. This caused him to be separated from his crew at Sabaody Archipelago, and to meet his greatest regret in being unable to save Ace at Marineford. That loss in particular has affected Luffy more than any other, as witnessing Ace's death caused him to go into a catatonic state and later fly into a destructive rampage that would otherwise be deeply uncharacteristic of him. The loss of Ace pushed him to realize he had been deeply naive in regards to how far his strength and determination could get him, and ultimately is what pushed him to push himself in training--he refuses to be too weak to save the people that matter to him again.

Due to the unusual training methods of his grandfather Garp, Luffy has shown that he can overcome physical limitations that many normal humans would balk at. In Skypeia, he's able to move in his fight against Enel despite having a large golden ball molded around his hand. In Enies Lobby he took out thousands of Marines on his own. It's only gotten worse since his training in the two years since Marineford, to the point he's able to defeat a Pacifista with a single punch (when previously it took him and his crew to their limit to defeat just one).
Outside of mere physical strength, Luffy also has heightened agility and speed. Prior to the time skip, he was able to dodge attacks from the greatest swordsman Dracule Mihawk, including a strike the cleaved an entire glacier. Following the time skip he's able to dodge shots and bullets with ease and a mere sidestep.
Lastly, is Luffy's durability and endurance. He's often shown being beaten bloody in fights, only to continually stand up again and again to keep fighting. In his fight with Sweet General Cracker at the start of Whole Cake, he fought for eleven hours before finally managing to defeat him. In Impel Down, he suffered a lethal dose of poison but withstood treatment, recovered in 20 hours instead of the forecasted two days, and developed a resistance to most poisons as a result. His ability to exceed normal human endurance was also seen in Thriller Bark when he was able to take on 100 souls for more power while a normal human would only be able to manage two or three.

Outside of his physical powerless, Luffy would not be able to be a pirate captain, let alone of of the notorious members of the worst generation without having skills set in intuition and charisma. All leaders have to be able to, well, lead after all.

While not known to him until later in canon, this fruit is actually the mythical Hito Hito no Mi Model:Nika. All Devil Fruits grant their eaters superhuman abilities at the cost of being able to swim--Luffy will sink like a rock in saltwater, which sometimes makes being a pirate on the open seas difficult. Luffy's abilities, in particular, are extremely diverse and adaptive.

He can, essentially stretch as much as he likes, with any limb he chooses (yes Oda has already confirmed the obvious question that comes with that statement). In Whole Cake it was shown that this may have some limitations has Luffy's arms started ripping as he tried to stretch them to get out of a prison. Being made of rubber, Luffy is immune to lightning and can bounce back most blunt force attacks such as bullets and cannon shots. He can also suck in large amounts of air to inflate himself like a balloon to help lessen damage from falls and take on larger scale attacks.
Throughout his journey in the Grand line (and unwittingly moving towards awakening his fruits full strength), Luffy has unlocked "gears" which allows him to enhance his abilities to various degrees. Canonically, there are currently five gears though from the point Luffy is being pulled from he can currently only use up to Gear 4.
Gear 2 is the most basic of enhancements. Luffy forces an increase in blood flow through all or select parts of his body, which in turn gives more oxygen and nutrients.
